It isn’t dictating as in “force of law”; it is pointing out rude behavior. Nowhere does she state that somehow the activity is illegal. She’s merely pointing out it is rude and obnoxious — and it is.

If someone were staring at your spouse, would you confront the behavior? Haven’t you ever said, “Hey, what are you staring at?” People confront rude staring all of the time.

How is this any different? Because it’s in print?
